His existing contacts and relationships with the Colorado Department of Transportation-Region 6 environmental and engineering representatives were important in getting the project initiated in and expedited fashion.

TerraLogic stressed environmental sustainability in their environmental management approach by stressing environmental material recycling and avoidance of wetlands, prairie dog colonies and other sensitive areas within the Project; this approach allowed the Project to save financial resources and maintained schedule.

Throughout the Project, TerraLogic maintained a great relationship with the Construction and Design Project Managers, the contractors and with the Colorado Department of Transportation engineers and environmental management.

Mr. Hirsch is persistent in maintaining the state of the art knowledge of current TMDL regulations. We have found that Mr. Hirsch develops technically sound work products that incorporate practical solutions to improve water quality. We believe that he can continue to provide excellent water quality consulting to transportation projects in Colorado. He provides great leadership skills during stakeholder meetings and definitely works well with people.

Among his strengths is the ability to effectively communicate with diverse stakeholders throughout the project’s condensed design and construction schedule.

As a client, I appreciate his ability to anticipate issues and to take initiative towards finding a resolution in the best interest of the project.

His input has helped the 120th Connection project maintain costs and schedule while at the same time, furthering the agency’s commitment to environmental quality.

I want to thank you for the excellent work that you have provided on the Straight Creek Total Maximum Daily Loading assessment. You have been very approachable and helpful in providing support to the TMDL in the areas of highway maintenance operations. The skills you have brought to the project we very much appreciated.

Your enthusiasm and leadership resulted in an end product that met and exceeded by expectations, delivered on time despite substantial and uncontrollable delay and developed support for a program beyond what we could have hoped for when the project started.

You developed the active encouragement from both internal and external stakeholders to move forward quickly and aggressively with a sustainability evaluation system based on the GreenLITES process.

His frequent on site inspections and review of environmental surveys reduced the environmental risk for the project resulting in no impacts to project schedule.

The project was very successful in regards to the environmental aspects with help from TerraLogic.

We concur that the assistance provided by technical expert like those found in Mr. Hirsch is invaluable towards improving the condition of the watershed. While the resources are available do not enable a full-time commitment, CDOT will remain involved with this Study Group and will invest the resources where it is able to, towards the goals of the Study Group.

Art Hirsch of TerraLogic has been able to take some of my most difficult problems and develop practical solutions and then work diligently to implement them. He has worked on all facets of my water quality and MS4 programs and special water quality projects and produced everything promised even while working on major NEPA projects at the same time. Art excels in his project and resource management. I cannot recommend him high enough for any project. I guarantee that you will not be disappointed with Art, his team, and their performance on your project.

Art developed innovative sustainability approaches for the evaluation of rest area design and operations…. He worked closely with CDOT Headquarters and Regional Superintendents and onsite maintenance staff towards making this a very successful project. He developed the unique concept of evaluating greenhouse gas emissions and reduction strategies at rest areas. 

Art demonstrated professional communication and coordination skills. The communication between us and his responsiveness to my requests was excellent. Art kept me apprised of the task’s progress throughout the project and we had several productive working sessions together. He developed presentations for and worked well with the CDOT Study Panel. 

Under Art’s direction the sustainable rest area task was successful and provided CDOT important recommendations on how to improve rest area operations using sustainability concepts. The project’s recommendations provided CDOT with cost effective options in the areas of water conservation, solid waste management, energy conservation and environmental enhancements and are under consideration by CDOT’s Sustainability Council.
